Reading a Chinese solar policy: a guide for overseas professionals
Separate issuing authority, legal status, implementation dates and local application.
A policy headline rarely provides enough information to understand its commercial effect. Begin with the original issuing body and the actual document.
Establish status and jurisdiction
Identify whether the text is a consultation draft, final measure, implementation notice or industry recommendation. Record the applicable territory, effective date and affected activities.
Read the defined terms
Chinese policy language can refer to specific project categories and administrative procedures. Keep those definitions visible in an English explanation. National guidance and a provincial implementation rule may answer different questions.
Distinguish the rule from analysis
Separate what the document explicitly requires from an author’s interpretation of potential effects. For international procurement, verify destination-country requirements independently.
Our policy records should retain original links and review dates. Older measures remain useful historical records, but should not be presented as current requirements without checking their status.
