Does a ground-screw photograph establish its load rating?

No. Load capacity depends on the pile dimensions, soil, installation and structural design. A photograph is not an engineering calculation.

Can a ground-mount pile be used as a roof component?

Not by assumption. Roof mounting, ground foundations and BIPV have different interfaces and design requirements.
